Colony Rezoning Proposal 'Officially Dead'

After developers said they had no plan to submit, no rezoning proposal will go forward for the Colony at Kenilworth apartment complex, Baltimore County Councilman David Marks said.

"They're not going to to prepare any alternate site plans and as a result any zoning request is officially dead," Marks said Friday.

The planning board voted in May to recommend that existing zoning be kept on the complex. Community leaders had expressed concern that developers and Colorado-based Aimco—the property owner—didn't have firm plans.

The County Council has the final say in quadrennial rezoning process. There's a preliminary zoning hearing before the council next week.

Marks to generate discussion about future land use. Attorneys for Aimco then submitted a letter to the planning office requesting a mix of high-density residential and business zoning. The planning board staff used that recommendation, which the board itself at the request of two members from the 5th councilmanic district (which includes Towson).

Marks said Friday he was amenable to reversing that recommendation if developers could "come up with a plan the community was willing to accept." But Aimco officials told Marks no plan was coming.

The 24-acre complex houses mostly area college students, and it has been a point of contention for its neighbors. According to police statistics released by Marks, between April 2010 and April 2012.

Community leaders that they may be open to a Planned Unit Development at the Colony, which, under county law, allows for greater community input outside of the rezoning process.
