Congrats! Baltimore County PD Announces Command-Level Promotions

Due to COVID-19, these officers will be honored at the next formal promotion ceremony in front of their family, friends and colleagues.

BALTIMORE COUNTY, PD — Police Chief Melissa Hyatt announced Friday several key command level promotions within the Baltimore County Police Department.

Due to COVID-19, these members will be honored at the next formal promotion ceremony in front of their family, friends and department members.

These new promotions and assignments are effective Jan. 7, 2022.

The following is a list of the promoted members and their new assignments:

PROMOTED TO THE RANK OF COLONEL

  • Major Joseph Conger is promoted to the rank of Colonel and assigned to the Operations Bureau.

PROMOTED TO THE RANK OF MAJOR

  • Captain Orlando Lilly is promoted to the rank of Major and assigned to the Operations Bureau.

PROMOTED TO THE RANK OF CAPTAIN

  • Lieutenant Richard Hearn is promoted to the rank of Captain and assigned to the Operations Bureau.
  • Lieutenant Leonard Schroeder is promoted to the rank of Captain and assigned to the Technology Section.

In addition to those being promoted, Chief Melissa Hyatt announced the following command movements that will be effective on January 7, 2022.

  • Major James Monahan will be assigned to the Professional Standards Bureau
  • Captain Jeffrey Hartman will be assigned as the commander of Precinct 2 Woodlawn
  • Captain Douglas McManus will be assigned as the commander of Precinct 7 Cockeysville
  • Captain Joseph Donohue will be assigned as the commander of the Information & Records Management Section
