Discount Supermarket Opens 6th Store In Baltimore County

A grocery store opened its sixth location in Baltimore County. The budget supermarket is quickly expanding in Maryland.

WINDSOR MILL, MD — A discount grocer continued its surge into Maryland, adding its sixth Baltimore County store.

Grocery Outlet opened Thursday in Windsor Mill at 3602 Milford Mill Road. The supermarket broke ground on this location in July 2024.

James and Rachel Talley are the independent owners and operators of the 20,000-square-foot store that has 23 employees.

The Talleys donated $1,000 to the Milford Mill Academy, a nearby high school, at the store's grand opening and ribbon-cutting.

"We couldn't ask for better operators than James and Rachel," Layla Kasha, Grocery Outlet chief marketing officer, told Patch in a Wednesday statement. "As Marylanders, James and Rachel are both grateful and excited for the opportunity to give back to their friends and neighbors."

Customers can also enter to win $1,000 in free groceries through Sept. 26.

This is the 15th Grocery Outlet in Maryland. The others are in:

Founded in 1946 by Jim Read, the California-based chain is still relatively new to Maryland.

Grocery Outlet debuted in the Old Line State in June 2022 in Hagerstown. Another two stores opened that year, followed by five in 2023 and four in 2024.

"We truly believe that there is a robust opportunity in Maryland and the community is really receptive to our offering," Kasha said. "Having multiple locations in the Baltimore area allows us to be strategic with marketing and distribution. We cannot wait to show this community all that we have to offer!"

With hundreds of stores nationwide, Grocery Outlet is still expanding.

Another Grocery Outlet was planned at the Annapolis Mall in the current location of JCPenney, which is slated for redevelopment. Grocery Outlet told Patch this May that it no longer plans to open at that site, however.
