The former Investment Building was purchased by the Pikesville-based Caves Valley in 2008. The company has since invested $27 million into rebuilding and upgrading the abandoned tower, which once housed state and county office workers until 2002, when workers complained of mold and breathing problems.
The new building includes an all-glass reflective facade and environmentally-friendly features.
