Concord Town Counsel Accused Of Harassment By Estabrook Defendant
Neil Rasmussen, one of the defendants in a lawsuit about land that the Estabrook Trail cuts through, submitted the letter to town officials.

CONCORD, MA — Concord's Town Counsel was accused of harassment by a defendant in the litigation between the town and a group of residents focused on the land that the Estabrook Trail cuts through.
Neil Rasmussen submitted the letter to town officials claiming town counsel was harassing him about signs on his property and video surveillance systems set up on his property. The letter, obtained by The Concord Journal, claims that the signage on Rasmussen's property is legal but that the town has "Continued to cause people to believe that our private property is Town land that they are entitled to use."
“Your counsel has written us that such signage is causing confusion among the public and demanded that we take it down. However, making people aware that they are entering private property is intended to reduce confusion,”the letter reads.
Rasmussen and other residents in the litigation have reported vandalism of signs and a gate on the Estabrook Trail along with aggressive behavior.

The town told the Journal that Rasmussen's signage was "Inconsistent with the Court’s order prohibiting defendants from posting signage that is ‘designed, intended, or tend[s] to have the effect of discouraging or prohibiting public access.’"
Concord has been in litigation for years with residents who own the land that the Estabrook Trail cuts through.
