Town Meeting: Yes To Drone Regulations, No To CIP Committee

Four articles were voted on to wrap up the 2018 Annual Town Meeting.

FOXBOROUGH, MA — The second night of Town Meeting saw voters reaffirm their vote against one article, and approve the final three.

Article 20, which would have created a capital improvement committee which would have included a member of the selectmen, school committee, water and sewer commissioners, and two members appointed by the town moderator, once again failed. Last week, the article was voted down 40-39. With more than 200 voters at night two, the article was reconsidered and once again failed, this time 115-109.

The last three articles on the warrant all passed. Article 22 will allow 16 Morse St. to be incorporated into the sewer service area, Article 23 accepts Weston Avenue within Governors Meadow as a public way, and Article 24 adds some regulations regarding drones and unmanned air crafts.

With the approval of the final article, unmanned aircrafts cannot land or takeoff within a mile of of an open-air event sponsored or licensed by the town within two hours before or after the event or within two miles of Gillette Stadium within four hours before or after a major event. A major event is defined as any event, concert, or entertainment with ticketed sales or fan capacity of more than 1,000 people.

An exception may be permitted by the chief of police if it's determined that there is no public safety risk associated with the activity and permission will not be unreasonably withheld for commercial flights requested by Gillette Stadium.
