Peabody Man Accused Of DWI, Hit-And-Run In Fatal Crash
Chelsea and Massachusetts State Police arrested Ian Flynn, 26, at his Peabody home.
PEABODY, MA — Police plan to file more charges against a Peabody man accused of leaving a fatal crash in Chelsea early Saturday morning.
On Monday, Chelsea police identified the victim as Jeffrey Jean-Charles, 31, of Everett.
Chelsea and Massachusetts State Police arrested Ian Flynn, 26, at his Peabody home and seized a car matching the description that fled the scene of the crash. He has already been charged with DWI (second offense) and leaving the scene of a crash that resulted in personal injury or death.

Jean-Charles was taken to CHA Everett Hospital, where he died from his injuries. The additional charges against Flynn will likely stem from the victim's death.
Police were called to the intersection of Sixth and Walnut Streets in Chelsea at 12:01 a.m. Saturday for reports of a car hitting a pedestrian. Working from a witness description of a black sedan, police were able to use surveillance video footage to trace the car to a Peabody residence.
