Salem Police Charge 2 Men With Felony Contractor Fraud
Police said the Waltham man and Wellesley man accepted down payments for home improvement work and never returned to finish the jobs.

SALEM, MA — A Waltham man and Wellesley man are facing felony fraud charges in Salem after police said they accepted down payments for contracting work, performed some initial demolition at homes, and never returned to finish the work.
Police said the Patrol Division and detectives from the Criminal Investigation Division charged Billy O'Brien, 38, of Wellesley, and Thomas Maughan, 46, of Waltham, as part of what they said appears to be a "transnational criminal organization engaged in home improvement scams."

Police said the men sold their services door-to-door under the company names "Everbuild Masonry and Waterproofing" and "Base Pro Construction."
