The is participating in the Law Enforcement Against Drugs (L.E.A.D) program. We are able to provide drug and alcohol test kits to parents at no cost. Advantages of the L.E.A.D. program are:
- Empowers Parents - The L.E.A.D. program gives parents the ability to affordably and accurately test their kids in the privacy of their home.
- Addresses peer pressure - When faced with using drugs and/or alcohol, L.E.A.D. gives kids an “out”: "I can't because my parents might test me."
- Eliminates the high cost of testing - Lab tests and doctors visits are expensive and inconvenient. With L.E.A.D, parents can test inexpensively and in a timely manner. They test when they need to - not when the lab or doctor is available. At no cost to parents, the testing is affordable and very family-friendly.
- Can be used to prevent or monitor drug/alcohol use.
- Allows parents to test with anonymity.
Test kits will only be provided to adults who are residents of the City of Rochester. Each test kit comes complete with easy to read instructions. There are three test kits available:

- 8 panel urine test for: Opiates/Morphine, Cocaine, Amphetamine, Methamphetamine, Barbiturates, Oxycodone/Oxycontin, Marijuana, Benzodiazepine (Green instruction sheet)
- 1 panel urine test for: Marijuana only (Blue Instruction sheet)
- Saliva test for alcohol: A swap test to detect the presence of alcohol
Test kits are available for residents at the Police Department at 400 Sixth Street. The police station is located on the lower east side of the City Hall building near the Municipal Park.
