At Rochester City Hall, No Quorum Means No Monday Meeting

Only three members of Rochester City Council attended the meeting, forcing the council to postpone all items on the agenda until its next meeting.

At a little more than a minute, Monday's meeting of the Rochester City Council was the shortest Stuart Bikson has seen.

Only three City Council members showed up for the meeting: Bikson, Steve Stage and David Zemens. Since any vote takes four members to pass, the council meeting ended seconds after it began.

"On my 12 years on the City Council, this is the first time we do not have at least five people," he said. "I apologize."

Bikson said all business planned for this week's meeting will be moved to the next City Council meeting, planned for Aug. 22. Council members were set to discuss a planned special assessment district for South Street, .

Mayor Jeff Cuthbertson and council members David Becker, Ben Giovanelli and Kim Russell were absent.

Bikson said he was in Las Vegas last weekend, but after he heard there might be a shortage of council members, he flew back.

He said the absences were due to a "perfect storm" of vacations, business responsibilities and other out-of-town commitments.

"We have had blizzard and power outages, and we have always had meetings," he said.
