Roseville Considering Licensing Multi-Family Rental Housing

The Council's agenda tonight includes holding a discussion with the city Housing and Redevelopment Authority.

 

The Roseville City Council is scheduled to meet tonight (Monday) with the city Housing and Redevelopment Authority (HRA) to a hear a progress report on plans to license multi-family rental housing.

In a memo to the City Council, Roseville HRA executive director Pat Trudgeon said his staff has been working on creating guidelines for a new multi-family rental housing licensing program that would encourage multi-family housing owners to take care of their properties.

Among other things, the contemplated program for Roseville "would require rental housing buildings with five or more units to be licensed with the city," Trudgeon said.

The proposed program would also require inspections of the rental properties and, depending on the classification of the rental property license, participation in the Crime Free Housing program and other educational programs hosted by the City," Trudgeon continued. "The inspections will be conducted by third-party inspectors, with the property owners paying for the costs of inspections.

In the upcoming months, an ordinance will be drafted and there will be hearings for the public and property owners to weigh in on the proposed program and subsequent ordinance," Trudgeon said.

The Council is scheduled to begin its meeting at 5:30 p.m. today. During approximately the first 90 minutes, the Council is slated to interview close to a dozen citizens who have applied for openings on the planning, ethics and parks and recreation commissions.
