Does This Grind Your Gears?

Some neighborhoods may levy fines for breaking the bylaws.

Do your neighbors (not you) do yard work on the weekends and haul the clippings out to the curb, and leave the leaning brown bags there most of the weekβ€”until Allied Waste roars through to dispose of it?

Some neighborhoods in Chesterfield have bylaws about these kinds of habits, like "no putting out waste containers until after 6pm the day prior to pick up." In the winter it's already dark by that time, so with black containers, they disappear from neighbors sight.Β Other times of year, not so much.

The notion for the bylaws is presumably that garbage cans, recycle bins and yard waste bags are not pleasant to look at lining the street of your manicured subdivision.

Then there is wind, rain, heat, tornadoes and the rare raccoon or untethered dog who tears into something sitting at the curb.Β The bits of trash blown about after a half-hearted cleanup by the owner, seem to stick around the neighborhood for days, if not weeks.

On the flip side are the neighbors (not you) who leave empty cans out for days at the curb. Or if they put out the refuse and had the wrong dayβ€”it's left at the curb until the following week or the next pickup. Don't these waste containers have wheels that go in both directions?

So is this a problem in Chesterfield?Β Or is it another non-issue from residents with unrealistic expectations about trash, garbage and yard waste at the curb in the suburbs?
