The Home Improvement Program (HIP) is a federally funded program, which provides technical advice and financial assistance to qualified homeowners for a variety of home repairs. The program is administered by St. Louis County’s Department of Human Services, Office of Community Development.  To learn if your property is located in an area where we are currently accepting applications, click on the link at the bottom of this page, for a list of “Muni’s Accepting Applications”.  The list is updated periodically, as needed.
