CVS Plans Move Into Florissant

The pharmacy chain which competes with Walgreens is seeking it's break into North County. But first a public hearing will be held Monday, Sept. 9.

CVS Pharmacy has plans to move into Florissant andΒ would like to open a store in aΒ location some council members had a few concerns aboutΒ including traffic flow and environmental factors likeΒ surface water runoff.Β 

As the project progresses, the company is seeking rezoningΒ to a B-5 Planned Commercial District to allow for the construction and operation of a drive-thru pharmacy, retail sales, medical clinic and liquor sales.

A public hearing is set for Monday, Sept. 9 on the matter. The hearing will take place during Florissant City Council's scheduled meeting at city hall, located atΒ 955 rue St. Francois, atΒ 7 p.m.

The hearingΒ was postponed following the council's Aug. 26 meeting at which the public hearing was originally scheduled.Β 

At that time,Β Craig Forgey with the engineering firmΒ representing CVS, came before the council requesting rezoning for property at 1550 and 1500 S. New Florissant Road, as well asΒ 1191 Dunn Road, nearΒ Joe’s Auto Mart. Councilwoman Jackie Pagano and her husbandΒ own Joe’s AutoΒ Mart. You many know one ofΒ these sites currently as a BP gas station.

Forgey said the pharmacy would have one drive-through lane. It would have access to Dunn Road by going through the Joe’s AutoMart parking lot.Β 

Forgey said he had spoken with the Pagano'sΒ about granting access.Β 

Councilman TimΒ Lee said at that meetingΒ he was concerned about the remediation of the property with Missouri Department of Natural Resources (DNR).Β He, along with other members of council were also concerned about how usingΒ Joe’s Auto Mart's property would affect it as a small used-car business.Β 

Fogerty was uncertain if accessΒ agreements have been signed and advised he'd check into the approval to use Joe’s AutoMart parking lot access as part of the construction plan.

Councilman John Grib said he wasΒ concerned with the surface runoff and the concrete culvert.

Fogerty explained there is a small increase in runoff that doesΒ not exceed the the Metropolitan St. Louis Sewer District (MSD)Β requirements. He saidΒ CVS isΒ still working with MSD and will do what they are told to do with regard to water retention and runoff.Β 

Councilman Grib then asked about the bridge over the culvert.Β 

Fogerty stated that the traffic should be improved because the access is being moved further up Dunn Rd. He saidΒ they have filed for the flood plain study and it is under review.Β 

Councilman Mark Schmidt said heΒ fears adding another commercial chainΒ development likeΒ that close smaller mom and popΒ businesses.

Mayor Thomas Schneider said heΒ is looking forward to this cite being developed and said it will be an improvement to the corner.Β
