The bipartisan commission is charged with redrawing the seven County Council district boundaries based on decennial census population numbers.
The new member is Scott Musgrave of Florissant, who will serve as the Republican member from District 4. The vacancy on the 14-member commission occurred after a judge ruled last week that a commission member was ineligible to serve.

Among the requirements: commissioners cannot hold another public office and must live in the district they are appointed to represent.
Members of the commission are selected by the County Executive from lists provided by the county’s Republican Central Committee and the Democratic Central Committee. If a member steps down or is ruled ineligible by the court, the County Executive selects the replacement.
According to the county charter, the commission shall reapportion the council districts so that there is an equal number of residents in each district.
