Amy Williams, J.D., Appointed Director of Human Resources for University City
February 18, 2022, University City β City Manager Gregory Rose has appointed Amy Williams, J.D., Director of Human Resources, effective February 28, 2022. In this role, she will direct and supervise operations for all human resources functional areas for more than 250 full-time and 40 part-time City employees, as well as manage labor relations issues and serve as the liaison for the Civil Service Board in addition to other duties.

A former St. Louis County police officer, Williamsβ career has been dedicated to public service leadership and administration. Since returning to St. Louis about five years ago, she has served as Assistant Director of St. Charles County Emergency Communication and as Executive Director of the East Central Dispatch Center. Her career has also included six years helping to build a new federal agency, the Consumer Financial Protection Bureau, rising from Deputy Chief Administrative Officer to Regional Administrative Officer responsible for operations of nearly 175 bank examiners in the nine-state Midwest Region. Earlier in her career, she was appointed by the Mayor of the District of Columbia to serve the nationβs Capital in several prominent and cabinet-level positions that included the Executive Director of Serve DC, Mayorβs Office on Volunteerism, the first-ever Chief of Staff for a 3,500-person fire department, and ultimately, working on internal investigations for a 4,000-person police department.Β

Her extensive operations, project management, executive leadership and administrative background in municipal government will be invaluable as we continue to focus on hiring and retaining the most talented and capable individuals to serve our community,β said City Manager Rose.
Williams earned her Juris Doctor from the University of the District of Columbia, David A. Clarke School of Law, and her Bachelor of Science in Psychology and Criminal Justice from Culver-Stockton College. She is a member of the Vision St. Charles Leadership, Class of 2019 and local chapters of the Society of Human Resource Management (SHRM). She recently received SHRMβs Mission Implementation Award for her accomplishments in the area of Diversity and Inclusion hiring.Β
