The University City Council Meets Tonight (September 10)

UNIVERSITY CITY, MO β The University City Council will meet Monday at 6:30 in council chambers (6801 Delmar Boulevard, Fifth Floor). Find the agenda and draft minutes from the last meeting below.
The city council will also hold a study session at 5:30 p.m. to discuss this year's Economic Development Retail Sales tax budget. Find the agenda for that below as well.
"There has been much confusion about the role of the EDRST Board, which is why I have scheduled a study session with the Mayor and Council to review this matter on Monday," City Manger Gregory Rose said in an email to a resident.

Some citizens have said about $133,000 was inappropriately allocated from the EDRST budget by city staff without a required vote of the council. According to city officials, that money is intended to hire an economic development director.
Rose said the transfer was approved by the mayor and council as part of the fiscal year 2019 annual operating budget.

That's not good enough, says U. City resident Greg Pace. In an email to Rose, he said that staff positions cannot be completely funded by EDRST funds, citing Missouri statute RSMo 67.1305. He also challenged the city's procedure for allocating money from the EDRST budget.
"...You changed the EDRST budget from what was approved by the board and then submitted that to council. You are not allowed to do that. The EDRST budget *must* be submitted to council directly," Pace told Rose in an email, concluding: "Should we ask the AG?"
