2. Revenues down, but hope remains. The Nashua Telegraph reports that the first half of New Hampshire's two-year budget is $26.6 million short of its target revenue. The state can exceed revenue forecast by $7.5 million if the state’s acute care hospitals make $34.1 million in payments still owed under a state Medicaid Enhancement Tax.
