A Portsmouth man who police say held an underage drinking party last summer turned himself in on Thursday after police issued a warrant for his arrest. Rico F. Brea, 19, of 12 Simonds Road in Portsmouth was charged with a misdemeanor of facilitating an underage house party with alcohol on Aug. 18, according to Portsmouth Police Capt. Mike Schwartz. He said Brea was released on personal recognizance bail and will be arraigned in Portsmouth Circuit Court on Feb. 11.
