The captain of the Benjamin Bailey tugboat that sank in the Piscataqua River in October may face some enforcement action from the U.S. Coast Guard after its investigation cited human error.
Foster's Daily Democrat reported on Thursday the Coast Guard found the tugboat operators made several mistakes when they tried to prevent the Benjamin Bailey from sinking into the river on Oct. 24 and the massive diesel fuel spill that followed.
