Driver Leads Police on High-Speed Chase Through Portsmouth

Justin Santiago, 28, of Dorchester, MA is facing several charges.

A Massachusetts man is facing multiple charges after leading police on a high-speed chase through two states on Tuesday afternoon.

Around 2:05 p.m. Tuesday, Trooper Andrew Frigon from the New Hampshire State Police Troop A Barracks in Epping attempted to stop a 1996 Honda Civic on Interstate 95 in Greenland. The vehicle was traveling northbound at 108 mph in a posted 65 mph zone. The vehicle refused to stop and continued traveling north at a high rate of speed. The vehicle traveled into the Portsmouth Traffic Circle then circled back out onto I-95 northbound, still operating at a high rate of speed.

The vehicle then crossed into Maine and traveled off Exit 1 onto Route 103. It eventually crashed into a snowbank at the end of Old Dennett Road, where three male occupants fled from the vehicle. Trooper Frigon was joined by other troopers from Troop A, as well as Kittery, Elliot and Wells (ME) Police. After a search of the area, two suspects were located in an out building at the Kittery Sewer Treatment Plant. The third suspect was located after a K-9 track from the Wells Police Department K-9.

The driver of the vehicle was eventually identified as Justin Santiago, 28, of Dorchester, MA. He was served summonses for reckless operation, disobeying an officer and speed. He also faces several charges in Maine.

Any witnesses to this vehicle's operation prior to the crash or anyone who may have further information related to this crash is urged to contact Trooper Frigon at 603-223-8490 or by email at andrew.frigon@dos.nh.gov.
