School budget public hearing at City Hall; "Searching for Sugarman" at the library this evening; snow on the way.
1. Today's weather: The National Weather Service is calling for increasing clouds, with a high near 20 degrees and wind chill values as low as -2 degrees. On Thursday night, snow will develop around 4 a.m. with a low around 18 degrees.
2. School budget public hearing: The Portsmouth School Board will hold a public hearing on the proposed fiscal year 2014 Portsmouth Schools budget at 7 p.m. on Thursday at City Hall.
3. "Searching for Sugarman" at the library: The Portsmouth Public Library will show the documentary, "Searching for Sugarman," on Thursday at 6:30 p.m. in the Levenson Room. According to the library's website, the documentary follows two South Africans as they try to find out what happened to their unlikely music hero, the mysterious 1970s rocker named Rodriguez.

4. Prescott Park slips lottery: City officials are currently accepting applications for seasonal slip rentals on the Prescott Park docks from now until Feb. 15. There are 10 slips and a lottery is held to determine which applicants will get to use them. Application forms and seasonal rates can be accessed on the city's website.
5. AARP to offer free tax assistance: The AARP will offer Portsmouth area residents free 2012 income tax return preparation assistance at the Portsmouth Public Library through Sunday, April 14. The service will offered from 4:30 to 7:30 p.m. on Tuesdays and 1:30 to 4:30 p.m. on Sundays. People should call 2-1-1 to make an appointment and walk-ins are also welcome.
