Snow Ban Parking Coupons Now Available

Coupons allow Portsmouth residents to park in High/Hanover Parking Garage for $3 during snow emergencies.

Portsmouth residents are urged to plan now to obtain City-issued snow ban parking coupons allowing them to park in the High-Hanover Parking Facility for just $3 during snow emergencies.

Residents may park their vehicles in the covered parking garage from the start of the City’s initial advance notice that a snow emergency parking ban is expected to be declared on Portsmouth streets but they must be moved within two hours after its official end in order to pay the $3 rate upon exiting the garage. 

The coupons are available at the Parking Clerk’s Office in Room 223A in City Hall. There is no fee to obtain the coupons, but proof of Portsmouth residency must be presented: either a New Hampshire driver's license with a Portsmouth address, or mail received via U.S. Postal Service at the Portsmouth residence plus another form of identification.

The coupons are non-transferable and may only be used by the person they are issued to by the Parking Clerk’s Office. Residents must present the coupon and show identification to the parking attendant in order to receive the $3 rate payable upon exiting the garage.

When a snowstorm drops two inches of snow or more, the City may declare a ban on on-street parking in order to facilitate snow removal. The Department of Public Works initially releases an “advance notice” that it expects a snow emergency to be declared and then announces the ban itself.

Both are announced by posting on Local Government Cable Channel 22, through a recording on the snow phone at 766-7669 (SNO-SNOW), at www.cityofportsmouth.com, and in announcements in the local media. The official ban also is posted at all entrances to the City. A similar procedure is used to announce the ban’s end.
