Hoagland was arrested and charged following an investigation by the Monmouth County Prosecutor's Office Internet Crimes Against Children Task Force.

The investigation found that the Hazlet man used a messaging platform to send an item depicting the sexual abuse of a child to another individual. He also possessed images "depicting child sexual abuse materials."
