Holmdel OK's $2.835M Capital Improvement Ordinance
The Holmdel Township Committee on Tuesday adopted funding for a variety of capital expenditures; OK's application for Harding House grant.
HOLMDEL, NJ — The Township Committee on Tuesday adopted, as expected, a $2.835 bond ordinance to fund certain public improvements, part of its implementation of the township's Capital Improvement Plan.
According to the ordinance, the bond will be used for:
- Acquisition of new additional or replacement equipment and machinery.
- New information technology equipment.
- New communication and signal systems equipment.
- New automotive vehicles, including original apparatus and equipment.
There are a variety of projects and renovations provided for by the ordinance, and also a variety of equipment for police, public works and fire department and emergency needs.

For example, the ordinance provides for a total of $315,000 for renovation of the restrooms at the Senior/Community Center; replacement of the Town Hall roof; and replacement of the vehicle exhaust removal system at the Centerville Firehouse.
A total of $1.575 million is dedicated for various road improvement and drainage projects in the township.

For the Police Department, $504,000 is earmarked for such items as communications equipment, police SUVs and in-vehicle camera systems.
There is $367,500 dedicated for the Department of Public Works, consisting of a service truck with crane, a debris collection vehicle and mowing equipment.
And there are smaller expenditures planned for information technology and EMS and fire department needs, among others.
The committee also approved, as expected, a resolution to apply for a $340,000 grant from Monmouth County to fund improvements to Harding House at Bayonet Park, a township park.
The Monmouth County Municipal Park Improvement grant will help fund some major improvements to the house, including a new roof.
The Monmouth County Board of County Commissioners has approved an Open Space Trust Fund and established the municipal park program to provide grant funds "in connection with municipal park improvements, development, and redevelopment projects."
The township will seek 50 percent grant funding - or $340,000 - for improvements to Bayonet Farm Park, including the Harding House and other park facilities. Total park improvements would be $680,000, the township said. The park is at 71 Middletown Road and consists of the house, plus two barns.
Another capital ordinance was adopted providing for improvements to Pleasant Valley and Bethany Roads, and appropriating $665,000 from the general capital fund.
