Indictment: Heroin-Addicted Woman Found Unconscious In Car With 2-Year-Old Son in Monmouth County

A 34-year-old heroin-addicted woman from Toms River found unconscious in her car with her 2-year-old son has been indicted on drug and child-endangerment charges, according to Monmouth County Courthouse records.

Candice T. Victor of Adams Avenue was indicted Wednesday and charged with possessing fentanyl - a drug commonly mixed with heroin - in Ocean Township, court records say.

She was also charged with endangering the welfare of a child, court records say.

On August 23, at approximately 6:14 p.m., Ocean Township Police Officer Michael Galvin was dispatched to a parking lot at the intersection of Route 35 and West Park in reference to an unconscious woman inside a car, police said.

An investigation revealed that Victor was unconscious inside a parked car along with her 2-year-old son. It was determined that Victor was under the influence of heroin and was transported to Monmouth Medical Center for treatment, police said.

A follow up investigation at the hospital revealed that Victor was in possession of five bags of heroin, nine hypodermic syringes and other drug paraphernalia, police said.

Victor’s 2-year-old son was turned over to the custody of an officer of the New Jersey Department of Child Protection and Permanency for his care, police said.

Victor was arrested and charged with possession of heroin, possession of a hypodermic syringe, possession of drug paraphernalia and child endangerment. She was released on a complaint summons at the hospital to appear at a future court hearing.
