Police Blotter: 14 Bags of Marijuana Found After Stop
Police initially stopped car for a faulty headlight and making an improper U-turn.

On Aug. 27, police arrested Richard L. Garcia, 36 of Teaneck, and charged him with possession of under 50 grams of marijuana, possession of drug paraphernalia and possession with intent to distribute controlled dangerous substances within 1,000 feet of a school zone. Police had stopped the vehicle that Garcia was a passenger in on Madison Avenue for a faulty headlight and an improper U-turn. Once stopped, officers could smell the odor of marijuana coming from the interior of the vehicle. After a brief investigation, 14 bags of marijuana were discovered inside the vehicle which Garcia admitted belonged to him. He was arrested and transported to police headquarters for processing. After processing he was committed to the Morris County Jail in lieu of $2,500 bail.
On Aug. 25, police arrested Jimenez, 22 of a Dover, on the strength of a $954 Rockaway warrant. Police had randomly run Jimenez's license plate on Madison Avenue when the warrant was discovered. She was ultimately arrested and turned over to the Rockaway Boro Police Department.
On Aug. 26, police arrested Julia Bailey, 47 of Mountainside, and charged her with driving while intoxicated, careless driving, failure to maintain a lane and failure to produce a registration and insurance document. Police had initially stopped Bailey on Route 24 for a moving violation and during the stop it was determined that she was under the influence of alcohol. After sobriety evaluations she was arrested and transported to headquarters for processing. After processing she was released to a friend pending her court appearance.

On Aug. 26, police arrested Jose Nazario, 22 of Union, on the strength of a $114 Madison warrant. Nazario had been held by the Summit Police Department and turned over to Madison authorities on the strength of the warrant. Once back in Madison, Nazario posted bail and was released.
On Aug. 26, police arrested Stuart Behrens, 20 of Madison, and charged him with possession of drug paraphernalia and throwing debris from a motor vehicle. While patrolling Elm Street, officers observed Behrens throwing debris from his vehicle. During the subsequent stop, the officers could smell the odor of marijuana coming from the vehicle. After a brief investigation Behrens was arrested for possessing drug paraphernalia and transported to headquarters for processing. After processing he was released pending his court appearance.

On Aug. 26, police arrested Kelley A. Byron, 19 of Morris Plains, and charged her with driving while intoxicated, under age possession of alcohol, failure to maintain a lane and careless driving. The officers had stopped Byron on Main Street for traveling 45 mph in a 30 mph zone. After a brief investigation it was determined that Byron was driving her vehicle under the influence of alcohol and possessed alcohol under the legal age. She was arrested and transported back to headquarters for processing. After processing she was released to a family member.
On Aug; 26, police arrested Mark E. Zulauf, 53 of Mountainhome, Pa., and charged him with possession of under 50 grams of marijuana, possession of drug paraphernalia and consumption of alcohol in a motor vehicle. While patrolling Route 24, officers noticed a vehicle with malfunctioning tail lights. Once stopped, the officers could see that the passenger (Zulauf) was concealing an open can of beer between his legs. As he exited the car, the officers noticed what appeared to be a bag of marijuana hanging out of his pocket. He was ultimately arrested for the possession and possession of rolling papers. The driver of the vehicle was issued a summons for maintenance of lamps and was released at the scene. After processing, Zulauf was released pending his court appearance.
On Aug. 28, police arrested Christopher Rodriguez, 18 of North Brunswick, and Dameshery Llagan, 20 of Piscataway, and charged them with possession of alcohol while under the legal age to do so. Rodriguez was initially stopped on Route 24 for traveling 81 mph in a 65 mph zone. After a brief investigation it was discovered that the two were in possession of a bottle of rum and were arrested. After processing both individual were released pending their court appearance. Rodriguez was additionally charged with speeding.
On Aug. 28, police arrested Esenbahar G. Atis, 29 of Madison, Wis., and charged her with driving while intoxicated and speeding. Atis was stopped on Route 24 for speeding 88 mph in a 65 mph zone. During the vehicle stop it was determined that she was operating her vehicle while under the influence of alcohol and was arrested. After processing, Atis was released to a friend pending her court appearance.
On Aug. 28 police arrested Shaun M. Harris, 27 of Paterson, on the strength of a $500 Morristown warrant and a $100 Paterson warrant. Harris was stopped on Route 24 for a faulty light when the warrant was discovered after a computer inquiry. After processing Harris was released on bail. He was additional charged with maintenance of lamps and failure to produce documents.
On Aug. 29, police arrested Jamal M. Rozier, 25 of Passaic, and charged him with driving while intoxicated, failure to maintain a lane, careless driving and having a suspended driver's license. Rozier was stopped on Route 24 for driving erratically and after a brief investigation, it was determined that he was under the influence of alcohol. He was arrested and transported to police headquarters for processing. Rozier was released the following morning pending his court appearance.
On Aug. 29, police arrested Yhon M. Carvajal, 35 of Madison, and charged him with simple assault following a family dispute. Police were called to a Cook Avenue residence and discovered the victim with a minor injury. After a brief investigation, Carvajal was arrested and transported to police headquarters for processing. After processing he was released pending his court appearance.
On Aug. 29, police arrested Christine Rainier, 20 of Flanders, and charged her with possession of under 50 grams of marijuana, possession of drug paraphernalia, maintenance of lamps and possession of controlled dangerous substance in a motor vehicle. Rainier was initially stopped on Route 24 for an equipment violation and after a brief investigation she was found to be in possession of marijuana and paraphernalia. She was ultimately arrested and transported to police headquarters for processing. After processing she was released pending her court appearance.
