Red Bank's Borough Council meeting tonight has much to do with a couple of contentious issues that have been broached before.
First, the governing body is expected to workshop a project labor agreement.
Then, there is a proposal, which has been discussed previously, to amend the borough's animal control ordinance to allow, in cooperation with the SPCA, for feral cats that live in colonies to be trapped, neutered and released (called the TNR program).
Mayor Pat Menna previously said that the cats are essentially cared for by people in neighborhoods, but don't live inside their homes. The "colonies" would have certified owners, or something like guardians, who would care for them officially and participate in the TNR initiative.
The ordinance amendment is on the agenda for its first reading and possible adoption.
Also, the public hearing and adoption of an amended land use ordinance concerning provisions for drive-through facilities.
The amendment, offered by Councilman Michael DuPont, comes after a proposal for a Walgreens with a drive-through pharmacy has been proposed for the former Rassas car dealership site at the congested Route 35/Newman Springs Road intersection.
DuPont has openly criticized the proposal, which has not yet been heard by the Planning Board, as a bad application for the site.

There is another ordinance up for public hearing and adoption concerning the regulation of Alcoholic Beverage Control (ABC) licenses.
And, Susan Milnes will be appointed, by resolution as deputy court administrator.
The meeting is tonight at 6:30 p.m. at the municipal complex on Monmouth Street.
