Garden City Swears In New Trustees
Four trustees took their oaths of office this week, being sworn in for new terms to serve the village.

GARDEN CITY, NY — Newly elected Garden City Village trustees took their oaths of office on April 4 during a brief ceremony at Village Hall.
Village Justice Allen S. Mathers administered the oath of office to sitting Trustee Mary Carter Flanagan, who has already served a one-year term and was elected to a two-year term, along with Charles P. Kelly, Bruce A. Torino and Lawrence N. Marciano, Jr.
Trustee Carter Flanagan resides in the West. She grew up in Garden City, and moved back with her husband in 1998 to raise their family here. She has lived in Garden City for a total of 44 years. After graduating from Garden City High School, she attended the University of Virginia and graduated with a B.A. degree, then went on to attend St. John’s University School of Law, where she served as Publications Editor of the Journal of Legal Commentary and graduated with a J.D. degree. Following law school, Flanagan served as a law clerk to the Honorable Robert G. Mahoney of the United States Department of Labor and then as Assistant Corporation Counsel for the City of New York and worked in private practice handling litigation matters. Since 2012, she has served as an Administrative Law Judge for the New York State Workers’ Compensation Board, where she presides over hearings addressing all issues related to workers’ compensation cases. In her first year on the board, she served on the Environmental Advisory Board (chair), Traffic Commission, Legal Committee (chair) and Public Information Committee.

Trustee Torino resides in the Central Section. He moved to Garden City in 1980 with his wife to raise their family. His two sons, Ryan and Christopher, both graduated from Garden City High School. Torino served as president of the Central Property Owners’ Association in 1996 and was elected to the Board of Trustees the following year. He served on the board for four years beginning in 1997. He received his B.A. degree from Earlham College and his J.D. degree from New York Law School. He was admitted to the New York State Bar in 1978 and is admitted to practice before the United States Supreme Court, United States Court of Military Appeals, United States Tax Court and United States District Court [Southern, Eastern, Northern and Western Districts]. In 1983, Torino started his own firm.
Trustee Marciano, Jr. hails from the East. He has an extensive business career working at such companies as JPMorgan Chase & Company and Deloitte & Touche, LLP. After attending Vanderbilt University and working for several years, he attended New York University’s Leonard N. Stern’s School of Business, earning an MBA with an emphasis in finance. Presently, he is a technology program manager at the Royal Bank of Canada Capital Markets business as well as a member of the adjunct faculty at the NYU School of Professional Studies. Marciano has resided in the Eastern section for the last 24 years.

Trustee Kelly resides in the Estates Section. He serves as a federal prosecutor with the Department of Justice, specializing in fraud prosecutions and opioid-related criminal cases. Kelly served as a Hearing Officer for the September 11th Victim Compensation Fund, in addition to former employment as a senior auditor for the state comptroller’s Office, specializing in operational audits of municipal operations. After graduating Garden City High School, Kelly earned a B.A. in accounting, an M.A. in sociology and a JD with Honors from Brooklyn Law School.
The newly sworn in Trustees join Mayor Veneziale, who represents the West, and sitting Trustees Bruce J. Chester (Estates), Terence P. Digan (Central) and Thomas J. O’Brien (East).
“I want to thank Trustee Mary Carter Flanagan on being re-elected to another term and I wish to offer my congratulations to other Trustees Charles P. Kelly, Lawrence N. Marciano, Jr. and Bruce A. Torino," Veneziale said. "I wish you all good luck as trustees of our village. I would also like to recognize and thank the sitting trustees for their support and time they have expended over the past year. We have a lot of work to do in the upcoming months and I look forward to working with the new Board of Trustees.”
