NEW ROCHELLE, NY — The newest luxury tower in New Rochelle will soon welcome its first residents.

Allstate Ventures announced that leasing will begin this month for The Arc, the first in its three-building Westchester Place development.

The company says the new 16-story, 144-unit apartment building at 64 Centre Ave., is part of a larger vision of Allstate Ventures in partnership with New Rochelle civic and community arts leaders to address the need for high-quality rental homes, ranging from affordable units to market rate luxury homes, and the need for personal connection to the arts. The developer said the Westchester Place project is intended to foster a "communion with neighbors and area residents, which has been lacking in much of suburban and urban life for so long."

The Arc - its name inspired by New Rochelle’s historic artist colony that settled there during the early twentieth century - is three blocks from the Metro-North and Amtrak transit hub, and close to the best of New Rochelle dining.

"We see a strong need from area residents who want the best of all worlds: to live in a sleek, new, high-rise home with little to no maintenance upkeep, with all of the amenities of a luxury condominium but without the long-term and financial commitment of a purchase and mortgage," said Ahouva Steinberg, Asset Manager, Allstate Ventures. "This is coupled with the desire to feel closer to friendly neighbors, to build their own community within a planned one, while surrounded by carefully-curated permanent modern art installations, a rotating series from resident and local artisans, as well as ongoing events and programming designed to bring people together. Warmth, arts, and amenity-rich living, all in a conveniently-located, lower Westchester city such is New Rochelle.”

Allstate Ventures and its Westchester Place vision was the first large-scale development to partner with the city as part of its creation of an arts and cultural district. The city designed a master plan to build a pipeline of more than 7,000 total residential units, including 1,500 affordable units, while adding requirements for ground-floor retail in new residential buildings to help the city revitalize with more residents and a wider array retail offerings.

The luxury high-rise will offer studios, one-bedroom and two-bedroom homes, with floor-to-ceiling windows showcasing the Long Island Sound and the surrounding cityscape. The planned community is designed to appeal to a variety of potential residents, from professionals commuting every day to Manhattan or via the easily accessible major roadways close to other areas in Westchester and Fairfield counties.

The residential community is also expected to appeal to those looking to downsize from large suburban homes, but who want to remain in the area they call home.

EXR is handling leasing for the building with a planned first quarter of 2023 occupancy. Studios start at $2,000; one-bedrooms at $2,600; and two-bedrooms at $4,675.

All apartments are smart-home enabled, have 9+ foot ceilings, stone counters and stainless appliances, in-unit washer-dryers, stunning views from floor-to-ceiling windows, and residents will enjoy the conveniences of a 24/7 concierge-attended lobby and access to on-site valet parking and storage.

"Today’s market demands the conveniences and design elements people see on TV and social media; they too want soaring windows, stone countertops, smart home features, the convenience of an attentive building staff, and gorgeous common spaces that expand their living space from simply their own unit to a shared roof lounge with mural art and a fire pit, plentiful amenities, pathways to the other Westchester Place buildings and all of the community art to soothe their souls and inspire imagination," EXR Co-Founder John Le Vine said. "The Arc at Westchester Place strives to answer all of these needs, and more."

The vast majority of that amenity space is on the 16th floor and the 17th floor landscaped rooftop, both with 360-degree views encompassing the Long Island Sound and the New York City skyline.

The pet-friendly building includes a pet playroom, that also doubles as a relief area perfect for inclement weather or early morning or bedtime needs when the owners, or their dogs, don’t want to venture outside for a walk in the rain, cold or dark. There is even a second dog park on the roof for open air, breezy romps.

Yoga, cardio, weights, along with a basketball court and golf simulator, all have spaces incorporated within the amenity floors, with many of the workout stations situated in front of the same expansive views enjoyed by the homes' massive windows.

There is also a conversational area equipped with a large screen for viewing parties, or outside on the landscaped roof complete with fire pit and barbecue areas.

The first offering of Westchester Place, The Arc was designed by Richard Bienenfeld Architect. The second building is the six-story The Atelier, located at 40 Westchester Place, which will contain 65 affordable units for artists, who will be selected by an upcoming lottery process. And the third building, at 33 Westchester Place, designed by Fogarty Finger Architects, will be 27 stories topped by a Sky Lounge solarium on the roof, and will offer 315 market rate units. The buildings will be linked by pathways with art works and a central plaza.

Just because you sleep in the clouds, that doesn't mean you can't live in the center of things. (Allstate Ventures)
