New Lottery Open For Affordable Apartments At 'The Encore'

Rents at the luxury tower range from $1,807 for a studio to $2,315 for a two-bedroom for those meeting household income requirements.

NEW ROCHELLE, NY — Yet another new chance for renters to combat the ongoing affordable housing crisis is here for a lucky few and the luxury tower includes access to a Tesla among the amenities.

The Housing Action Council announced that The Encore, a newly constructed 28-story, luxury building located at 325 Huguenot St. in New Rochelle, will have 25 affordable units set aside, for occupancy in the spring of 2024.

Amenities at the pet-friendly building include controlled access, 24/7 concierge services, exclusive access to Tesla rentals, TULU on-demand access to home essentials, a grilling area & pizza oven, a children's playroom, common area high-speed wi-fi, an indoor/outdoor pool, a ping pong lounge, a pet spa & grooming stations, co-working spaces, a health club, a "full-swing golf multi-sport simulator w/ brew bar," an indoor putting green, a Rollerball mini bowling alley, dry cleaning services, a multimedia lounge, a professional chef's event kitchen, on-site parking, electric vehicle charging stations, bike repair/storage, and a concierge package room.

Affordable units will be available to those at or below 80 percent of the area average monthly household income. In order to qualify, a one-person household can have a maximum income of $82,250, a two-person household can have a maximum income of $94,000, a three-person household can have a maximum income of $105,750, and a four-person household can have a maximum income of $117,450.

  • Studio, 490 s.f. (5 units available): $1,807
  • One-bedroom, one-bath, 804 s.f. (15 units available): $1,931
  • Two-bedroom, two-bath, 1,241 s.f. (5 units, waitlist): $2,315

Utilities are not included.

Preferences will be shown for New Rochelle residents and workforce.

The Encore is located in downtown New Rochelle, and is walking distance to the Metro-North/Amtrak station, retail stores and restaurants. It is also located close to Iona and Monroe Colleges, the New Rochelle Public Library, and Montefiore New Rochelle Hospital. Nearby recreational areas include Hudson Park & Beach and Five Island Park on the Long Island Sound.

The deadline for applications is December 20, 2023. Selections will be made by lottery.
