New Lottery Open For 133 Affordable Apartments At 'Highgarden Tower'

NEW ROCHELLE, NY — Yet another new chance for renters to combat the ongoing affordable housing crisis is here for a lucky few in a new 100 percent affordable tower.

Westchester Residential Opportunities announced that Highgarden Tower, a newly constructed 19-story, 100 percent affordable apartment building located at 11 Garden St. in New Rochelle, will have 219 affordable units, with 133 of them available by lottery.

Amenities will include a learning center, an 8000-square-foot incubator space, a clubhouse, a gym, a public plaza and a 146-space parking garage.

Affordable units will be available to those earning less than 80 percent of the area average monthly household income.

Monthly rental prices for the affordable units available, based on Area Median Income (AMI) are:

Studio: $1,358

• 33 units available
  • for household size of one, income limits are $46,560-$61,680

One-bedroom: $1,573-$2,091

• 67 units available for 60 percent AMI
  • for household size of one, income limits are $54,549-$61,680
  • for household size of two, income limits are $54,549-$70,500
• 12 units available for 80 percent AMI
  • for household size of one, income limits are $71,691-$82,240
  • for household size of two, income limits are $$71,691-$94,000

Two-bedroom: $1,872-$2,498

• 11 units available for 60 percent AMI
  • for household size of two, income limits are $64,766-$70,500
  • for household size of three, income limits are $64,766-$79,320
  • for household size of four, income limits are $64,766-$88,080
• 10 units available for 80 percent AMI
  • for household size of two, income limits are $85,646-$94,000
  • for household size of three, income limits are $85,646-$105,760

Rent includes heat, air conditioning and hot water. Tenants are responsible for electric.

11 units will be set aside for mobility disability, while 5 units will be set aside for hearing/vision disability.

The deadline for applications is April 10, 2024, at 4 p.m. Selections will be made by lottery on April 25, 2024, at 11 a.m. Sending more than one application will disqualify you. Applications received after the deadline will be waitlisted.
