New Lottery Open For 31 Affordable Apartments In 'Allen'

NEW ROCHELLE, NY — Yet another new chance for renters to combat the ongoing affordable housing crisis is here for a lucky few.

Westchester Residential Opportunities announced that "Allen," a newly constructed, 28-story building located at 247 North Ave. in New Rochelle, will have 31 affordable units set aside. Preferences will be given to New Rochelle residents and workers.

Amenities at the pet-friendly building include a 24/7 attended lobby, lounge spaces, a fitness center with a yoga studio, an outdoor pool, a sun deck, a penthouse sky lounge, working pods and even a pet spa. There are optional fees for community-wide technology, parking, and bicycle storage.

Affordable units will be available to those earning less than 80 percent of the area average monthly household income.

Monthly rental prices for the affordable units available, based on Area Median Income (AMI) are:

Studio: $2,220

• 3 units available
  • for household size of one, income limits are $66,600-$95,200

One-bedroom: $2,362

• 21 units available
  • for household size of one, income limits are $70,860-$95,200
  • for household size of two, income limits are $70,860-$108,800
  • for household size of three, income limits are $70,860-$122,400

Two-bedroom: $2,813

• 7 units available
  • for household size of two, income limits are $84,390-$108,800
  • for household size of three, income limits are $84,390-$122,400
  • for household size of four, income limits are $84,390-$136,000
  • for household size of five, income limits are $84,390-$146,900

Tenants are responsible for electric (including heat, A/C, hot water).

The deadline for applications is September 19, 2025, at 4 p.m. Selections will be made by lottery on October 7, 2025 at 11 a.m. Sending more than one application may disqualify you.
