New Playground Unveiled in Downtown New Rochelle Through Public-Private Partnership

City and Cappelli Partnership Delivers Public Amenity Through Community Benefit Program

NEW ROCHELLE, NY (November 3, 2025) – The City of New Rochelle and the Cappelli Organization celebrated the ribbon cutting of a new public playground in the heart of downtown, located in front of the municipal parking garage at 51 LeCount Place. The project was made possible through the City’s Community Benefit Bonus (CBB) program, which allows developers to provide public amenities in exchange for additional project density.

The 2,000 square-foot playground features high-quality Burke play equipment, including slides, tunnels, and ladders. Three separate structures accommodate toddlers and slightly older children, while adjacent bench seating offers comfort for parents and caregivers.

“This project is a prime example of how our Community Benefit Bonus program is helping to shape a vibrant and family-friendly downtown,” said Mayor Yadira Ramos-Herbert. “Thanks to our collaboration with Cappelli Development, we are creating more inviting public spaces that serve residents of all ages.”

“We’re proud to partner with the City of New Rochelle to bring this thoughtfully designed playground to the community,” said Louis R. Cappelli, Chairman of the Cappelli Organization. “It’s a meaningful addition to the city’s ongoing transformation and a place where families can gather for years to come.”

The playground is a City-owned public facility and will be operated and maintained by the City of New Rochelle. Cappelli Development led the design and construction of the playground as part of its Community Benefit Bonus agreement.
