Newest Tower In The New Rochelle Skyline Reaches A Pinnacle

The 27-story 33 Westchester Place high-rise residential building celebrated its "topping off," forever changing the cityscape.

NEW ROCHELLE, NY — The New Rochelle skyline is more impressive today than it was yesterday.

Allstate Ventures, the New York-based residential developer, announced the topping off of 27-story 33 Westchester Place. The newest downtown luxury rental tower is the final piece of the massive, arts-centric, three-building Westchester Place development.

"We proudly join Allstate Ventures in celebrating the topping out of 33 Westchester Place, an achievement that, alongside The Atelier and The Arc, significantly enriches our downtown," Mayor Yadira Ramos-Herbert said marking the occasion. "These new developments enhance our downtown with a spectrum of housing options — from affordable and artist-centric to luxury — while also advancing business opportunities and enriching public art. At the topping off celebration, members of the Allstate Ventures team gave a tour to the group — which included New Rochelle Buildings Commissioner Paul Vacca, Fire Chief Andrew Sandor, Deputy Development Commissioner Jorge Ventura Ovalles, Mayor Yadira Ramos-Herbert; project lender Enhanced Capital’s Dusty Dickerson and Max Edelman, and DDWW attorney Mark Weingarten — through The Arc and The Atelier, and upcoming Sushi By Bou, an omakase sushi restaurant on the ground floor of The Atelier, and took in the view from the top, where the Sky Lounge will be. Designed by New York City architect Fogarty Finger, 33 Westchester Place is already being recognized one of the most striking new construction buildings in the region.

The building will have amenities for residents on the very top floors, including fitness rooms, areas for co-working, screening rooms, a barbeque area, and areas for gatherings, some to be held in the "Sky Lounge," with an adjoining rooftop pool and terrace.

The rooftop terrace will be the highest in the area, and will have views of the Long Island Sound and across Westchester.

But not all the excitement is happening in the sky.

Westchester Place’s ground floor retail spaces and public plaza area will be expanding the footprint of New Rochelle’s restaurant row hub currently around Huguenot Street to Division and Main Streets, through to the development’s community plaza and pedestrian alleyway, which will continue to connect the area while also providing open air seating for a planned restaurant on the Huguenot Street side of 33 Westchester.

At the nearby Arc, the progress is already apparent.

"Leasing is nearing 100 percent for The Arc, Westchester Place’s first building, our 16-story, luxury residence," Beri Schapira, Portfolio Manager, AMI Management said. "Tenants are settled into life at The Arc and have been enjoying the building amenity spaces with their sweeping views, and the special attention and resident services provided by the on-site staff and management team."

At Westchester Place’s second building, the affordable artists housing lottery remains open with limited availability at the seven-story, 65-unit The Atelier, where rent ranges from $1,970 for a studio to $2,098 for a one-bedroom, for qualified certified local artists. An artist is being selected from entries in the $10,000 commission contest to create a signature piece to adorn a lobby wall at The Atelier. More information can be found here.

"Custom art is on display in the lobby, as well as paintings from local artists across the building, and a highly visible mural that looks like a crown at the top of the building, all helping deliver upon the Westchester Place mission to create for residents a home within an ever-changing arts tableau," The Arc's Denisha Delanuez explained.

Leasing for 33 Westchester Place is expected to commence in the spring of 2025 for the mix of 110 studios, 161 one-bedrooms and 44 two-bedrooms, spread between the fourth and 26th floors.

"The extraordinary design of 33 Westchester Place, coupled with Allstate Ventures' two adjoining projects, is transforming our downtown with a dynamic infusion of energy and engagement," New Rochelle Development Commissione Adam Salgado said. "This development not only redefines our streetscapes but also bolsters the arts scene, fostering a richer urban experience. This collective effort embodies our shift from merely constructing buildings to cultivating a thriving, inclusive community and exemplifies our strategic focus on placemaking and enhancing the sense of belonging."
