A Peekskill landlord entered his tenants' apartment on South St., broke several items with an ax and allegedly threatened to strike several of the tenants if they did not pay him rent that was past due, police said. The landlord, 45-year-old Patrick Jacobs, later turned himself into police on April 11, the day after the incident, after learning he was being sought. Police charged him with second degree menacing and fourth degree criminal mischief, both misdemeanors. He was held for arraignment in Peekskill City Court.
