NEW YORK — Upstate New York swept a new list of the best hometowns in the United States, taking the first four spots on the list and five of the top 10.

"Many of these less populated places are known for their 'small town charm,'" wrote the analysts at All Star Home. "Away from the glitz and glamour of big cities, these areas brag about their tight-knit communities and simple lifestyle. We analyzed dozens of small cities and towns in America to determine some of the best hometowns in the U.S."

Not only did New York top the rankings, but on the list of 42 small towns, it ties with West Virginia for the most communities on the list.

"While many people across the country and world may only associate New York with New York City, the state has more to offer. As our study found, there are areas outside of the major metros that are great places to live," Emily Thornton, a spokesperson for All Star Home, told Patch. "Some of the main factors that put these New York towns in the top of the ranking include student-to-teacher ratio, home value, and community scores."

For example, Binghamton and Corning ranked No. 1 and 2 for the best student-to-teacher ratios among all towns analyzed. Additionally, Utica placed in the top 5 for the most farmers markets within 30 miles.

To come up with the ranking, they analyzed the cities named in the 50 smallest TV designated market areas with a population of less than 100,000. To determine the ranking, they compared cities across four key metrics and graded each metric on a 100-point scale. The four metrics were: community — including diversity by state, historic buildings by city, farmers markets within 30 miles and high school football winning percentage — plus safety; affordable living; and education.

Their sources included the FBI Crime Data Explorer, Zillow Home Values, National Center for Education Statistics, U.S. Census Bureau, National Park Service, and the United States Department of Agriculture.

The top 10 hometowns on All Star Home's new list:

  1. Elmira, New York
  2. Corning, New York
  3. Utica, New York
  4. Binghamton, New York
  5. Hattiesburg, Mississippi
  6. Bowling Green, Kentucky
  7. Hannibal, Missouri
  8. Charlottesville, Virginia
  9. Greenwood, Mississippi
  10. Watertown, New York

"While some people may favor the bright lights of big cities, the small towns that live in the shadows of the major metros also can be great places to live," Thornton said.
