Police: 2 Men Lie in Road While High on PCP

Two Riverhead men were arrested on March 3 after police said they were lying in the middle of Harrison Avenue while high on PCP.

Julian Wright, 38, and Terrance Latimore, 34, were arrested around 1:30 p.m. According to reports, police responded to a 911 call about people lying in the roadway. Upon police arrival, the two reportedly continued to lie and walk in the roadway.

According to police reports, an officer attempted to interview Wright and Latimore, but both showed signs of an "extreme altered mental status consistent with the use of phencyclidine."

Wright was reportedly holding a glass bottle containing liquid PCP, and upon further investigation, police said they found Latimore in possession of a cigarette altered to contain PCP.

Both were arrested on charges of criminal possession of a controlled substance in the seventh degree, loitering, and appearance in public under the influence of narcotics. They were transported to Peconic Bay Medical Center for treatment, and later transported to police headquarters and held for arraignment.

Todd Dawson, 42, of Southold, was arrested on March 6 on charges of DWI and criminal possession of a controlled substance in the fifth degree.

According to police reports, Dawson - who police said was listed as a missing person in Southold - was seen speeding down East Main Street by police, and was later pulled over in front of a Mobil Station on Route 58. Reports state that as an officer made contact with Dawson he attempted to leave, though was detained with the help of another officer.

Dawson reportedly told police his name and that he was high on cocaine and needed help. Reports state that he then failed a field sobriety test and was arrested, transported to police headquarters, and held for morning arraignment.

Stephen Seifert, 37, of Riverhead, was arrested on petit larceny charges on March 7.

According to police, a K-Mart employee reported that Seifert stole a pellet gun, valued at $49, and a $39 remote control from the store without paying for them.

Seifert was arrested, transported to police headquarters, processed and released on $70 bail.

Deena Colgan, 40, of Riverhead, was arrested in Riverside March 10 near noon on Pine Street where, police said, she was seen consuming a 40-ounce can of Bud Light beer.

Colgan was cited for possessing an open container of an alcoholic beverage, a violation, and seventh-degree criminal possession of a controlled substance, a misdemeanor.

A crack pipe with cocaine residue in it was found, police said. Colgan also had in her possession prescription pills that were in an Excedrin aspirin bottle, which is classified in penal law as a public health violation, police said.
