Carmel Man, 18, Charged with Abandoning Dog

He's due April 23 in Carmel Justice Court.

An 18-year-old Carmel man is facing a misdemeanor charge after a young pit bull was found tied to a tree near the Putnam Humane Society, officials say.

Members of the Putnam County SPCA conducted an investigation and arrested Joseph Gallo-Kappus in connection with the March 15 incident, according to a statement released Thursday morning.

The defendant is due April 23 in Carmel Justice Court to answer the animal abandonment charge.
