WHITE PLAINS--Anthony Capuano, the owner of the Delicious Licks ice cream shop in White Plains is opening a seafood restaurant at 74 Mamaroneck Ave. "Come Sea Me" will seat 50 and feature a small bar. Capiano is hopeful he can open Thursday.
