After being pounded with heavy wind and rain all morning, the rain stopped in White Plains around 12:30 p.m. with the sun making a few unsuccessful attempts to shine.

It reports that the city will experience tropical storm conditions this afternoon, with winds between 33 and 60 mph and a slight chance of showers and. Wind will die down tonight to between 28 and 11 mph, while skies clear.
