Man Accused Of Practicing Dentistry Without License In White Plains
Authorities said he opened up East Post Dental and worked on people who paid him in cash or by check.

WHITE PLAINS, NY — A Queens man was accused of practicing dentistry in White Plains without having a license.
Westchester County District Attorney Miriam Rocah said Friday that Cesar Masso, 78, was arrested March 9 by White Plains police and arraigned Thursday in White Plains City Court.
He was charged with three counts of unauthorized practice of a profession, a felony.

Prosecutors said Masso provided, without a license, dental services, including examinations, tooth extractions, anesthetics, pain management, X-rays and cleanings to patients at a business he set up as East Post Dental at 169 Grand St. in White Plains.
He accepted payments in cash or check, police said.

White Plains police said they started an investigation with the Westchester County District Attorney’s Office after a victim told police that Masso performed tooth extractions and placed a dental bridge that fell out, causing discomfort and pain.
The victim also received an injected numbing agent and pills for pain management, police said, and paid Masso thousands of dollars in cash for dental exams, evaluations and treatment between October 2019 and April 2020.
Law enforcement said they seized several dentistry tools and equipment, local anesthetics, antibiotics and patient files, which are being analyzed to identify other possible victims or witnesses.
Rocah’s office and the White Plains police are urging the public to assist authorities with any information about the defendant or other possible victims.
