Charges Withdrawn Against Landscaper Accused of Ripping Off Elderly Woman

Heidelberg police have withdrawn charges against a landscaper accused of ripping off a 77-year-old Heidelberg woman last month.
The charges of theft by deception, home improvement fraud and deceitful business practices against Mark J. Kinsella, 41, of McCandless, were withdrawn before a preliminary hearing before on April 26.
Heidelberg police Chief Vernon Barkley said he’ll re-file the charges if Kinsella does not compensate the woman at her civil hearing scheduled on May 22.

Police accused Kinsella of accepting $2,500 from an elderly woman, who claimed he left trees behind after cutting them down.

Charges held for court
- Charges of drunken driving and driving with a suspended license against 47-year-old Rodney Firanski were held for court. Heidelberg police arrested Firanski on April 4.
- Charges of drug possession with intent to deliver, corruption of minors and possession of a controlled substance against Vendell Nasir III, 19, of 418 Third Ave., Carnegie, were held four court. Scott Township police charged Nasir on April 6.

Charges waived to court
- Raemone Neal Hollins, 34, of 326 McKinley St., Pittsburgh, will go to trial on charges he failed to comply with sex offender registration rules and didn’t verify a new address. The charges against Hollins, who previously lived in Scott Township, were waived to court. Scott police and federal agents filed the charges against Hollins on March 13.
- Simple assault and harassment charges against Eddie R. Arauz, 20, of 1390 Washington Road, Pittsburgh, were waived to court. Scott police arrested Arauz on April 17.
- Charges of drug possession, resisting arrest, possession of drug paraphernalia and several traffic offenses against Alan Pisaneschi, 46, of Scott Township, were waived to court. Scott police arrested Pisaneschi on Feb. 4.
- Drunken driving and careless driving charges against Larry Ray Brewer Jr., 48, of 146 Greenbriar Drive, Pittsburgh, were waived to court. Scott police arrested Brewer on March 23.
- Charges of drunken driving and failing to register a vehicle against Herbert Sutter Jr., 42, of 207 Bonair Ave., Pittsburgh, were waived to court. Heidelberg police arrested Sutter on March 16.
- Drunken driving charges against Robert D. Brown, 30, of Aliquippa, were waived to court. Heidelberg police arrested Brown on March 18.
- Drunken driving charges against Michelle A. Bunner, 22, of 17 Conklin Road, Washington, were waived to court. Scott police arrested Bunner on March 18.

Charges withdrawn
- Charges of drug possession with intent to deliver against Johnny C. Degraffenreidt, 32, of 609 Noblestown Road, Carnegie, were withdrawn. Charges of drug possession and possession of drug paraphernalia were waived to court. Scott police arrested Degraffenreidt on Jan. 30.
