
Macungie Borough Council holds its final workshop to discuss the 2012 budget.
Expenses are down 12 percent, but revenue is down 23 percent, so the borough is facing severe challenges to balance the budget.
So far, council and the borough manager have discussed raising taxes, laying off workers and severely cutting services such as groundskeeping, snow removal and upkeep of roads.
