Police Log: 70-Year-Old Woman Gets DUI, Theft, More

The following incidents were reported by the Lower Moreland Police Department.

April 1 – DUI

  • Area of Byberry Rd. & Reading Way

Boris Tikhonov, 39, of Warminster, has a pending DUI charge after registering a .105% BAC. Tikhonov's left tires crossed the double yellow line for officers to initiate the stop. According to the report his breath smelled of alcohol, his eyes were glassy and red; he also had slurred speech.

Tikhonov admitted to drinking two alcoholic beverages before driving.

March 31 – DUI

  • Area of Philmont Ave. & Pine Rd.

Frances Pelham, 72, of Jenkintown, has a pending DUI charge after registering a .101% BAC. Police pulled her over after she ran a red light at the intersection of Philmont & Pine. Pelham was traveling at 70 mph for about a half mile before being stopped. She failed field sobriety tests according to the report.

March 31 – Public Drunkenness

  • Area of Welsh Rd. & Lieberman Circle

The Abington Police Department advised LMPD that there was a male running down Welsh Road wearing only a pair of dark-colored shorts. It was cold and raining at the time.

LMPD arrived on scene and spoke with the male, Michael Boccelli, 20, of Philadelphia. He told police he had been drinking and wanted to get to his friend's house so he could go to sleep. He told officers that his shirt was sticking to his body because of the rain, so he decided to take it off.

He registered a .173% BAC, but no citation was given.

March 30 – Theft

  • 3700 block of Blake Rd.

A resident of Huntingdon Valley called LMPD to report his license plate was stolen off his car parked in the driveway. The actor unscrewed the plate from the car and took the bolts also.

March 29 – DUI

  • 100 block of County Line Rd.

Olha Barabash, 19, of Huntingdon Valley, has a pending DUI charge after officers pulled her over on County Line Road near Ramage Run shortly after 12 a.m. Police saw her make a right-hand turn on County Line, but she turned into the center lane from the right curb lane, which initiated the stop.

Officers detected a strong smell of alcohol. According to the report, she failed field sobriety tests and registered a .10% BAC.

March 28 – Narcotics Possession – Marijuana

  • Philmont Train Station – 120 Tomlinson Rd.

Police were conducting a property check at the Philmont Train Station when they noticed a car idling with its headlights on. When police approached the car, the driver, Giorgi Robitashvili, 20, of Philadelphia, rolled all four windows down and told police he was waiting to pick his sister up at the train.

Police found a mound of tobacco shavings directly outside the driver’s seat and the cigar wrapper was outside the passenger door. Robitashvili admitted to smoking pot and handed over a small jar with marijuana in it. He will charged with disorderly conduct.

March 28 – Theft of Services

  • PA Orthopedic Associates – 727 Welsh Rd.

A medical associate at Pennsylvania Orthopedic Associates called the police after a patient allegedly skipped out on his bill. Matthew Knowles, 41, of Philadelphia, was accused of receiving treatment, and then leaving the office without paying.

Knowles came into the office and told the doctor that he didn’t have health insurance, but he would be covered effective April 1. According to the report, even though the doctor felt as if the patient was only coming in to receive a prescription, he still wrote him a script for 30 Percocets. Employees say Knowles walked around and headed for the bathroom. After a little while they checked the bathroom and nobody was in there. When they found him outside, Knowles took an attitude and said, “just going across the street to get the money.” They waited for one hour, but he never returned. The doctor has since called the pharmacy and advised them not to fill the prescription.
