Police Log: Ridgway Park, the Place for Pot?
The following incidents were reported by the Lower Moreland Police Department
It seems like teenagers and adults who like to smoke marijuana . The LMPD, however, reminds them it is not. Here is the rest of this week's log:
August 9 – Narcotics Possession – Marijuana
- Ridgway Park
Police responded to Ridgway Park just after 5 p.m. to investigate a suspicious vehicle call. Upon arrival, an officer spotted Evan Williams, 19, of Philadelphia, and Brittany Cohen, 21, of Philadelphia, on the swing set. Once the two saw the cop, they began to walk away from the officer in a suspicious manner, according to police.

The officer saw Williams bend over and appear to place something on the ground and then continued walking towards Pine Road. Another officer initiated a pedestrian stop in front of the house on Pine Rd.
To further investigate, Cohen complied with a search of her purse, and a green, yellow and red glass bowl was found, typically used for smoking pot. Cohen then said that Williams had marijuana, but discarded it when they walked away from the swing set.

Williams denied having any marijuana, but the cops went back to Ridgway Park and found a prescription bottle with Cohen’s name on it with a small amount of pot inside. Cohen was issued a citation for Disorderly Conduct and was driven home. Williams was cited for Disorderly Conduct and taken back to LMPD before being released to his father.
August 7 – DUI
- Area of Welsh & Pine Rd.
At 4:25 p.m., police responded to a complaint that a driver was asleep at the wheel in the area of Welsh and Pine roads. When an officer arrived, the driver, Joseph Spencer Jr., 56, of Philadelphia, was awake, but did not respond to the cop’s command to turn the car off.
After putting the car in drive, then reversing (and repeating this process multiple times), the officer attempted the break the driver’s side window. That got Spencer’s attention and he finally rolled the window down.
The officer immediately detected the smell of alcohol. Spencer registered a .143% BAC and was arrested for DUI.
August 5 – DUI
- Area of Byberry Rd. & Huntingdon Pike
Police responded to suspicious activity at the intersection of Byberry and Huntingdon Pike. A witness reported erratic driving. When police arrived on scene, they discovered a blue Toyota Tundra parked in the middle of the street with no driver in the car.
The witness directed the officer to where the driver, Sean Millman, walked off to, and eventually an Upper Moreland officer flagged him down. When asked if he knew where he was, Millman replied, “yes, Yardley.” He failed multiple field sobriety tests and registered a .205% BAC.
He was taken into custody by LMPD and released to a friend. Charges pending lab results.
August 5 – Narcotics Possession – Marijuana
- Area of Byberry Rd. & Huntingdon Pike
Michael Kraemer, 22, of Philadelphia, was stopped for speeding on Byberry Rd. It was discovered there was an active warrant out for Kraemer’s arrest from the Lower Southampton Police Department for theft. While checking Kraemer for weapons, the officer discovered a zip-loc bag with a small amount of marijuana in it.
An officer from the Lower Southampton Police Department took custody of Kraemer. Kraemer was cited on scene for violating PA Vehicle Code, Operating a motor vehicle with a suspended license and was hit with a disorderly conduct charge.
August 4 – DUI – Drugs Impaired
- Area of Huntingdon Pike & Spur Rd.
Kevin Bigley, 26, of Warminster, was stopped after an officer saw Bigley’s tires cross over the double-yellow line. He appeared very sleepy and had trouble staying awake. When asked, he admitted to taking a pill and smoking pot.
The officer believed he was operating a vehicle while under the influence of a controlled substance and placed him under arrest.
August 3 – Theft
- Contract Callers, 2829 Philmont Ave.
The general manager of Contract Callers, Justine Lawrence, said that a van parked in the lot at 2829 Philmont Ave. was broken into sometime between Aug. 2-3. Upon arrival, police noticed a stain under the van, which was gasoline. The alleged thieves appeared to drill holes in the tank to steal fuel.
The thieves also entered the van with keys, and the following items were reported stolen: electric demolition hammer ($1,200), right angle grinder ($100), 5000 volt generator ($600), concrete chop saw ($1,500), 1/2” hammer drill ($200), company issue tool set ($500), diamond chop saw blade ($100), demolition hammer bit set ($300), digital meter ($200), mobile GPS unit ($100).
