MALVERN, PA — Votes are being tallied in Pennsylvania's 2021 Municipal General Election. In Chester County on Wednesday morning, just over 29,000 of 40,781 mail-in votes have been counted.

This story will be updated throughout the day. Numbers reported early were in-person voting results reported by midnight Tuesday. This report shows tallies reported by midday Wednesday as about tw0-thirds of the mail-in vote was counted.

Results last night were very close in Malvern Borough and Great Valley School District board races.

The race for Mayor of Malvern Borough was tight between Republican Catherine O. Raymond and Democrat Zeyn Uzman. By midnight Tuesday, with the precinct done reporting in-person votes, Raymond had 414 votes and Uzman 403 votes.

But by Wednesday at noon, Uzman had 561 votes and Raymond 474 votes.

Great Valley School District School Directors
In the Great Valley School Director race for Region 1, voters were to choose two candidates. Samantha Jouin and Andrea Rizzo ran as Democrats and Alex Enderle and Lauren Dicranian ran as Republicans.

Jouin late Tuesday had the most votes at 1,133, and Rizzo was close behind with 1,100. Enderle had 1,019 votes and Dicranian had 1,014 votes after the in-person vote was counted.

By Wednesday at noon, Jouin remained in the lead with 1,790 votes, followed closely by Rizzo with 1,747. Enderle had 1,141 on Wednesday at noon and Dicranian 1,136 votes.

In GVSD Region 3, Willistown, the race was between Democrat Tricia Bliven-Chasinoff and Republican Sallie Campbell. Campbell took 1,845 votes and Bliven-Chasinoff had 1,353 in Tuesday night's count.

But the tally continued on Wednesday morning, the race was very close. Campbell lead with 2.028 votes as the mail-in count was underway, and Bliven-Chasinoff had 1,990.

In GVSD Region 2 that includes Malvern and parts of East Whiteland Township, current TESD Board President David Barratt is the sole candidate. Barratt took in 1,672 votes by midday on Wednesday. There were 121 write-in votes for that seat.

Malvern Borough Council
The race was also tight among the six Malvern Borough Council candidates. Voters were to choose three.

Democrats were current Council President Amy Finkbiner, Angela R. Riccetti, and Marty Laney. Republicans on the ballot for Borough Council were Jen Benson, Mike Citron, and Jennifer Chomko.

Late Tuesday, as the in-person votes were reported, Finkbiner led with 455 votes, Benson had 416, and Riccetti had 398. Citron trailed Riccetti by a single vote, with 397 reported. Laney had 375 votes and Chomko 368.

By noon on Wednesday, with two-thirds of the mail-in vote counted, Finkbiner still led with 631 votes. She was followed by Riccetti with 553 votes and Laney with 537. Benson had 470 on Wednesday at noon, Citron 449, and Chomko 414.
