The investigation began in September 2014, when a woman in the Bryn Mawr section of Radnor Township reported to police that a prowler had been taking photos or video of her and her roommate. Moses also filmed women at Villanova University and the King of Prussia Mall, police said. Police have identified Express and Forever 21 as stores where Moses filmed women.
