Vote Count 'Substantially Complete': Updates For Great Valley, Malvern Borough
With about 1,600 mail-in votes yet to be reported, the last update means the count is 'substantially complete' for GVSD and Malvern.
MALVERN, PA — The ballot count was "substantially complete" in Malvern area races as Chester County issued its latest update.
Chesco voter turnout was 38 percent in Pennsylvania's 2021 Municipal General Election, according to Chester County Voter Services. On Thursday morning, just over 39,118 of 40,781 mail-in votes had been counted and added to Tuesday's in-person vote count.
By Friday afternoon, no further update had been provided. The reporting website noted that with 1,663 votes remaining to be reported, the count was "substantially complete."

The race for Mayor of Malvern Borough had been tight between Republican Catherine O. Raymond and Democrat Zeyn Uzman on Tuesday night into Wednesday morning.
In the latest update on Thursday, Uzman was 11 percentage points ahead of Raymond. Uzman had 623 votes to Raymond's 496. There were 42 write-in votes, as well.
Great Valley School District School Directors
In the Great Valley School Director race for Region 1, voters were to choose two candidates. Samantha Jouin and Andrea Rizzo ran as Democrats and Alex Enderle and Lauren Dicranian ran as Republicans.
On Thursday as the tally neared an end, Jouin had the most votes at 2,040, and Rizzo was very close behind with 1,999. Enderle had 1,174 votes and Dicranian had 1,172 votes.
In GVSD Region 3, Willistown, the race was very close between Democrat Tricia Bliven-Chasinoff and Republican Sallie Campbell.
Campbell had 2,187 votes and Bliven-Chasinoff had 2,085 in Thursday's report.
In GVSD Region 2 that includes Malvern and parts of East Whiteland Township, current TESD Board President David Barratt is the sole candidate. Barratt took in 1,879 votes by midday on Thursday. There were 125 write-in votes for that seat.
Malvern Borough Council
The race was also tight among the six Malvern Borough Council candidates. Voters were to choose three.
Democrats were current Council President Amy Finkbiner, Angela R. Riccetti, and Marty Laney.
Republicans on the ballot for Borough Council were Jen Benson, Mike Citron, and Jennifer Chomko.
In the update available on Thursday, the three Democratic candidates were leading. Finkbiner led with 698 votes, Benson had 416, Riccetti had 616, and Laney had 594 votes.
Benson had 486 votes on Thursday, Citron 465, and Chomko 433.
Other precincts choose Magisterial District Judge for District 15-4-01, where the candidates were Lauren Holt and Gene Twardowski. On Thursday, Holt has 5,273 votes and Twardowski had 3,363 votes.
