When police arrived, they found both vehicles heavily damaged, and Madu dead and entrapped in the Mitsubishi.
Weh was around the scene with injuries and was taken to Paoli Hospital, police said.
Investigators learned Weh was driving more than 100 miles per hour at the time of the crash, police said.
Additionally, toxicology results of Weh's blood sample obtained shortly after the crash showed that Weh had THC levels in his blood which would render him incapable of safely operating a motor vehicle, police said.
Police said the speeding and THC in his system were significant factors in the deadly crash.
Weh was taken into custody on Sept. 5 and held after failing to post $750,000 bail, according to court records.
He is scheduled for a Sept. 18 preliminary hearing.
